Mr. Dugan is an educator, Army veteran, and technology leader with a strong commitment to teaching, ministry, and community service. A native of Philadelphia, he graduated from Temple University and later earned a Master of Arts from Biblical Theological Seminary.

During his military service, Mr. Dugan served as an Army Communications Officer, developing valuable experience in communications and technology. He later used those skills to serve his community by teaching technology and managing computer labs at the West Philadelphia Salvation Army.

Throughout his career in education, Mr. Dugan has served as an Assistant Principal, Campus Pastor, Technology Director, and Dean of Instruction. He is certified in North Carolina to teach Technology, Fine Arts, and Middle School Social Studies. Most recently, he taught Social Studies and Advanced English Language Arts at Southern Alamance Middle School.

Mr. Dugan and his wife, Dr. Deborah Dugan, have seven children, six grandchildren, five great-grandchildren, and a Yorkipoo named Mitzi.
