Joseph L. Dugan is an educator, Army Veteran, and technology leader, marked by a deep commitment to teaching, ministry, and community service. A native of Philadelphia, Pennsylvania, he graduated from Temple University in 1977 and went on to earn a Master of Arts from Biblical Theological Seminary in Hatfield, Pennsylvania. Mr. Dugan served with distinction as an Army Communications Officer, where he developed expertise in advanced communications and technology. He later applied that knowledge in community service by teaching technology and managing computer labs at the West Philadelphia Salvation Army. In education, Mr. Dugan has held leadership roles including Assistant Principal, Campus Pastor, Technology Director, and Dean of Instruction at Williams Preparatory School, Uplift Education, in Dallas, Texas. He is certified in North Carolina to teach Technology, Fine Arts, and Middle School Social Studies. His most recent position was at Southern Alamance Middle School, ABSS, in Graham, North Carolina teaching Social Studies and Advanced English Language Arts (under a NC provisional license). Mr. Dugan and his wife, Dr. Deborah L. Dugan of New York, are blessed with seven children, six grandchildren, and five great-grandchildren, and a Yorkipoo named Mitzi.
